Infrastructure investigation
How many multipurpose buildings are being built?
At least 5,842 conservatively classified records are marked On-Going. Busisi examined where they appear, how the work is described, what the recorded amounts say, and what the source still cannot prove.
Direct answer
The source reports a large active pipeline.
5,842 classified records are marked On-Going in the archived source. The wider pipeline reaches 7,024 records when For Procurement and Not Yet Started are included. These are records and source statuses, not independently counted buildings or verified present-day construction sites.
What we investigated
Four questions, with four different evidence limits.
How many records actually describe a multipurpose building?
Generic program-heading occurrences were removed before the project phrase was classified.
mpb-classifier-v1Is the work new, continuing, repairing, or replacing a structure?
Titles were classified by explicit wording. Construction alone remains newness unstated.
mpb-work-type-v1Does a completed building already exist at the same place?
Exact-coordinate comparisons identify candidates only. The snapshot does not prove physical existence.
mpb-coordinate-v1Is the recorded amount a fair construction price?
Not established. Comparable floor area, specifications, work scope, award, payment, and final cost are not available for every record.
mpb-budget-v1New or existing work?
Most titles do not explicitly say “new.”
Construction by itself does not establish that no structure existed before. Completion, phase, repair, rehabilitation, improvement, replacement, and reconstruction language indicates work on an existing or partly built asset.
| Title classification | Active records | Recorded budget |
|---|---|---|
| Completion or later phase | 2,195 | ₱25.03B |
| Construction, newness not stated | 4,094 | ₱55.32B |
| Explicitly new | 36 | ₱955.78M |
| Repair or improvement | 612 | ₱6.65B |
| Replacement or reconstruction | 5 | ₱187.66M |
| Unclear from title | 82 | ₱636.41M |

Recorded pricing
The median alone cannot tell us what is expensive.
6,093 active records have a positive recorded budget. 931 records, all held at a source stage without a positive amount in this release, cannot support pricing comparisons.
A fair comparison still needs facility type, floor area, materials, number of floors, scope, year, and location.
Existing at the location?
31 records need a closer location review.
31 active records share an exact coordinate with a completed multipurpose-building record from the same or an earlier infrastructure year. Those matches cover 24 exact coordinates.

These examples show why raw amount rankings are not price verdicts. Open each project dossier before comparing scope.

Evidence source
Where the records came from.
The records originated from the Department of Public Works and Highways transparency system and were accessed through BetterGov as a curated extract. Busisi archived the exact acquired file and verified its SHA-256 identity before calculating any result.
Research tools may help locate documents, but search result pages are never used as evidence. Busisi records the underlying publisher and document instead.
Reproduce the result
The article and downstream editorial package use the same release.
The classifier first removes generic “multipurpose buildings/facilities” program headings, then counts only titles where the project itself still names a multipurpose building. Every payload is hashed in the release manifest.
